The Rwandan civil society has launched its national platform following a 2004 resolution by members to end decades of confusion.

The ideas which shaped up the plan were generated from members of local organizations such as Pro-femme Twesehamwe, Ibuka (for Genocide survivors) and Conseil de Concertation des Organisations d’appui Aux Initiatives de Base (CCOAIB).
