NYAGATARE — A team comprising of top provincial and district staff have started carrying out on the ground assessment of leaders’ service delivery on performance contracts.

According to a senior provincial official, every level of the local administrative units would evaluate its immediate lower level from province to village [Umudugudu].

The delegation which carries out appraisal is comprised of the provincial executive secretary, district officials and top security officials from police and army.

"We have started evaluation of the performance contracts in all the seven eastern districts. We started with Gatsibo, Kayonza, and today [Wednesday] it’s Nyagatare, where we have to move around the sectors as we carry out the evaluation exercise,” Charles Gasana, executive secretary of the east who headed the delegation said.

Asked how they would secure market for excess farmers’ produce which has created anxiety among farmers, Gasana assured residents not to worry saying the national steering committee charged with laying marketing strategies would handle the situation.

Performance contracts have attracted competition among the districts with every mayor vowing to scoop the first position as the final quarter of this year’s evaluation draws closer.

Gasana said next year performance contracts will be decentralized from sector level to the village level and then to family level intended to enhance welfare and economic development of all citizens.
