MUHANGA – The Mayor of Huye district, François Uhagaze, has spoken out on his district‘s poor ranking in the recent evaluation of performance contracts, vowing to improve the performance in the next evaluations.

His comments, made at the district leaders’ retreat held at Kabgayi recently, appear to have been in response to criticism from top government officials, who say that resident’s response to different government development programmes has been poor in Huye district.

"The poor performance was due to negligence of responsibility, unstable team of leaders and lack of follow up in the area of land consolidation, which carried the biggest marks during the evaluation exercise,” Uhagaze said.

"This will not happen again, my team is set to compete with other districts, after recognising the key areas of weakness.”

The retreat was recommended by Governor, Fidèle Ndayisaba, following the district’s poor performance, in the implementation of the four government pillars of development.

The retreat among other things suggested possible ways of improving the implementation of performance contracts.
It was resolved that each leader be held accountable by stepping up land consolidation, and give a facelift to the Butare town structures. 

Huye district recorded 78% while top districts (Gisagara, Kamonyi, and Nyamagabe) registered 86%, during the evaluation process which was presided over by the Prime Minister Rt Hon Bernard Makuza on March 4.
