MUSANZE – Local leaders from the Northern Province yesterday started a three-day retreat with a call on participants to always carry out self evaluation.The first provincial retreat of its kind, involving the district mayors, financial managers, sector executive secretaries was opened by the Local Government Minister, James Musoni. According to the provincial Governor, Aimé Bosenibamwe, the retreat will discuss problems hindering leaders’ performance, new planning strategies, financial mismanagement and budgeting.
MUSANZE – Local leaders from the Northern Province yesterday started a three-day retreat with a call on participants to always carry out self evaluation.
The first provincial retreat of its kind, involving the district mayors, financial managers, sector executive secretaries was opened by the Local Government Minister, James Musoni.
According to the provincial Governor, Aimé Bosenibamwe, the retreat will discuss problems hindering leaders’ performance, new planning strategies, financial mismanagement and budgeting.
A financial report conducted by a special committee from the province showed administrative and financial mismanagement, within the districts.
The report indicated there was lack of accountability on the use of funds especially by institutions like hospitals, schools in which certain receipts books in the districts could not be traced.
Bosenibamwe, attributed the high cases of resignations of local leaders to ignorance of the national policies, poor monitoring and lack of self evaluation.
Speaking at the retreat, the Minister in the Office of the President, Solina Nyirahabimana, urged the local authorities to review the momentum at which activities are conducted to avoid time wasting.
Presenting the resolutions of the recent national leadership retreat, Nyirahabimana stressed that development comes with hard work, commitment and having clear vision in fulfilling the national programs.
