I have been following the news stories on the One Cow per Household program. I read about the mistakes initially committed by MINAGRI and how it went about recovering the animals and giving them to the right beneficiaries.
I would like to applaud how this institution first and most foremost admitted their errors and publicly apologized to Rwandans.

It is rare to find such gracefulness in high office. They escaped the temptation to point fingers and make counter accusations and instead firmly admitted their mistakes.

This is a good move but still it won’t erase the fact that they caused a loss to the public coffers. Owning up to the mistakes is good, but not making the initial mistake is better.

They should know that the public is aware that in the process of correction, it is still the public money being used.

That money would have otherwise been spent in more productive ventures if the errors hadn’t been made.

I would like therefore, to urge them to establish units of ‘checks and balances’ in their institutions, to evaluate the implementation of their programs before the intervention of other forces.
