A cabinet meeting chaired by President Paul Kagame, Wednesday approved the expulsion of 35 officers from the Rwanda National Police force.

According to the minutes of the Cabinet meeting that was held at Urugwiro Village, CSP Emmanuel Gakwaya, IP Jean Paul Ngabonziza, IP Jean damascene Karake as well as 32 other junior officers were sacked due to gross misconduct while on duty.

Gakwaya whose sacking from the force was announced last year, is the former Police Commander in the Eastern Province.

In relation to this move, the Minister of Internal Security, Musa Fazil Harerimana, yesterday told the Senate that sacking these officers is only just the beginning towards building a more professional police force.

"Those that have been fired by the Cabinet were appointed by the Cabinet, however, many more could still be fired by the police administration if that is what it takes to boost the force,” he noted.

The meeting also approved the Presidential decree that allows the establishment of a rehabilitation centre for skills development, its structures and how the centre will function.

Dr. Deo Harorimana was appointed as the new Director General of the Rwanda Institute of Administration and Management (RIAM).

Harorimana has been the Deputy CEO in charge of Human and Institutional Development at the Rwanda Development Board.

He replaces Marc Kabandana who is in jail for allegedly swindling over Rwf 200 million last year. His case is in the courts.

David Kanamugire was also appointed as the new Permanent Secretary in the Ministry of Information, Communication and Technology in the Office of the President.

Kanamugire has been working in the same Ministry as it Director General.

Meanwhile, ACP Charles Shema was appointed as the Interpol Regional Specialized Officer to the Sub-Regional office in Kenya whereas Supt Peter Karake will replace CSP Elisa Kabera as the Head of Training and Evaluation in the East African Standby Brigade Coordination Mechanism.
The same meeting also appointed Anne Mugabo as the Director General in charge of labour and employment promotion in the Ministry of Public Service and Labour.
