Le Gouvernement du Rwanda a reçu un financement auprès de l’Association internationale de développement (IDA)] en vue de financer le coût des Projet de Développement du Secteur de Transport, PDST et se propose d’utiliser une partie des fonds de ce don pour effectuer des paiements autorisés au titre du présent marché : Audit Comptable et Financier du projet PDST pour l’exercice financier 2009.
Le Ministère des Infrastructures à travers la Cellule de Gestion des Programmes et Projets de Transport (CGPT) lance un appel d’offres pour le marché décrit ci-dessus. De plus amples renseignements sur les services en question, se trouvent dans le Dossier d’Appel d’Offres.
Un Consultant sera choisi par la méthode qualité- cout et conformément aux procédures décrites dans la présente DP et aux politiques de l’Agence internationale pour le développement (IDA)] énoncées dans les Directives pour la sélection et l’emploi de consultants par les Emprunteurs de la Banque mondiale affichées sur le site Web : worldbank.org/html/opr/consult.

TENDER NOTICE TO CARRY OUT THE ANNUAL FINANCIAL STATEMENT OF THE YEAR 2009 FOR THE TRANSPORT SECTOR DEVELOPMENT PROJECT- TSDP .
The Government of Rwanda have received financing from the International Development Association (IDA)(hereinafter called "Grant”) for implementing the TRANSPORT SECTOR DEVELOPMENT PROJECT –TSDP and it intends to apply a portion of the funds to eligible payments under the contracts for auditing services. The services include mainly carrying out the annual financial statement of the year 2009 for the TRANSPORT SECTOR DEVELOPMENT PROJECT –TSDP.
The Ministry of Infrastructure through the Transport Programs and Projects Management Cell (CGPT) now invites auditing firms to submit their offers for the services described above.
A firm will be selected under Quality- and Cost –Based Selection (QCBS) and procedures
described in this RFP, in accordance with the policies of the International Development Association
(IDA) detailed in the Guidelines - Selection and Employment of Consultants by World Bank

The Media High Council (MHC) is an independent public institution whose primary responsibility is to promote and protect media freedom and regulate the media by ensuring respect of the law and professional ethics in Rwanda. It was established by the Constitution of the Republic of Rwanda of 2003 article 34 and its functions detailed in the law No 30/2009 of 16/09/2009 determining the mission, organisation and functioning of the Media High Council. The Media High Council (MHC) intends to apply a portion of its funds to eligible payments under the contract for which this Bidding Document is issued.

RRA supports SMEs with US 18.5 dollars
The Rwanda Revenue Authority will today sign a memorandum of understanding with the Private Sector Federation worth Eighteen thousand five hundred U.S dollars ($18.500) in a bid to provide financial management support to Small and Medium Enterprises (SMEs). The signing ceremony will take place at RRA headquarters in Kimihurura from 2:00 pm.
According to the agreement, the funds will support SMEs in preparing their annual financial statements through the BDS Networks’ Resident Accountants using tailor-made software.
The move will also address the scarcity of professional accountants in Rwanda and the high cost associated with employing professional accountants by SMEs.
The Rwanda Revenue Authority will not only provide funding to the initiative, but will register them as official tax advisors every year at no charge.
The private Sector is expected to recruit Resident Accountants to serve in each BDS Center through a competitive process and train them on tax verification methods and techniques. They will also be trained on how to utilize accounting software.
According to the MOU, the Private Sector will organize the Resident Accountants training workshop, identify a firm to provide the financial management software, provide office space to the Resident Accountant in each BDS Center, manage and monitor the entire network of Resident accountants.
It will also provide awareness and publicity to the resident accountant network with a view to encouraging the business community to utilize the services of the resident accountant.
"After training, every resident accountant will be placed in each BDS Center to provide financial management support to the business community in each respective district” reads part of the agreement.
Less than 10% of the SMEs in Rwanda prepare annual financial statements and most of them do not know whether they make a profit or loss at the end of their financial year, thus hindering their filing of tax returns to the RRA and thereby affecting the exactness of forecasting annual revenues from tax returns. The MOU therefore comes to strengthen the capacity of resident accountants which will in return promote SMEs and hence boost the economic growth.
