The in-coming Executive Secretary of the Public Sector Capacity Building Secretariat (PSCBS), Stella Ford Mugabo, has pledged to strengthen the institutional capacity building, especially within the public sector. Mugabo made the pledge yesterday during a handover ceremony which saw her takeover from her predecessor Charles Karake.

Mugabo made the pledge yesterday during a handover ceremony which saw her takeover from her predecessor Charles Karake.
"As someone who is not new to this institution, I am going to work towards strengthening it,” Mugabo said. She added that her targets will be achieved through close collaboration with the team she will be heading.
PSCBS is a specialized organ under the tutelage of the Ministry of Public Service and Labour (MIFOTRA), with a mandate of coordinating capacity building activities in the public sector.
The Secretariat was formerly known as Human Resources and Institutional Capacity Development Agency (HIDA) until it’s restructuring recently.
Speaking at the handover ceremony, the Minister of Public Service, Anastase Murekezi, said that capacity building is a top priority in the country and urged the new Executive Secretary to lead with a new approach.
"You need to make a difference in the way you are going to manage and lead this institution. Don’t just lead because any one can do that,” the Minister said.
Karake who has been at the helm of the institution since its inception in 2005, said that the institution still had a challenging job to fulfill, but assured his successor that he and the team he has left behind have laid a firm foundation on which she can build.
