Government’s decision to increase the salaries of its civil servants is timely.

Of recent, many employees have increasingly been leaving public sector jobs for better paying jobs in the private sector.

Employees in the public sector have for so long been receiving peanuts for a salary. With the ever growing cost of living and high taxes in Rwanda, employees with families to look after and children to educate, have found it practically impossible to depend on government salary alone and have sought for satisfactory answers.

If the government wants to retain its employees then the salaries must be increased to much the employees’ responsibilities and cost of living.

One can not spend more than he earns.

Make the pay reform a reality and re-visit internal (government) competition phenomenon.

Government was also advised to develop benefits allocation strategy, gradually introduce variable pay system and re-visit statutory versus contractual concepts.
