In a bid to strengthen it and turn it into a more responsive think tank to address the current and future skills and capacity needs of the people, the government has resolved to reform the Rwanda Institute of Administration and Management (RIAM).

"It is our priority to ensure that RIAM is built and given the capacity necessary to deliver capacity building needs to the public and private sector,” remarked Deogratias Harorimana, the Deputy CEO of Human Capital and Institutional Development at RDB.

He added that building Rwanda into a knowledge-driven economy requires a public service that is innovative, flexible and responsive to inevitable changes in the 20th Century, many of these have been lacking in RIAM.

"We did an analysis and we saw that RIAM was not measuring up. We are doing this in partnership with the Ministry of Public Service, we want to revamp the institution so it becomes a government think tank it’s supposed to be in terms of knowledge and skills development” he added

"The problem we face as a country in skills shortage in the public and private sector, requires a different set of leadership, attitude and mindset which match with the times…and these are what we are bringing on board”.

The institution will retain its name but its programs shall be revised to fit into the current service industries with more focus to the hospitality, ICT and other priority industries.
