The Ministry of Local Government (MINALOC) has instructed the four Governors of Provinces and Kigali City to carry out a re-evaluation exercise on performance of all their employees with an aim of clearing the complaints of those who say they were fired unfairly.

The Minister of Local Government, James Musoni, issued the instructions during a consultative meeting held yesterday at the ministry headquarters.
During the meeting, the Governors were handed a report and guidelines to be used in the re-evaluation of those who filed complaints.
The report was compiled by the Ministry of Local Government, the Ministry of Labour and Public Service and the Public Service Commission.
The meeting acknowledged the fact that in some areas, the evaluation was not done well, eventually victimising some otherwise productive employees.
The move comes months after several district employees claimed members of the evaluation panel used the exercise to eliminate employees that they did not get along with. The evaluation started in July last year.
The claims were confirmed last year by Christopher Bazivamo who was then at the helm of MINALOC.
"For this re-evaluation process to be successful, the governors of all the provinces and the Mayor of Kigali city are advised to follow the lead of their advisory committees, the Public Service Commission and lawyers to make sure that the process is regulated by the law,” the minutes of the meeting read in part
Musoni and the Governors agreed that former employees, who the evaluation will determine were victimized, will be reinstated immediately.
"Any former employee, found to have been unfairly evaluated will be reinstated immediately because he or she has more rights on that job than the new employee,” the statement says.
