RDB very much regrets any such experience, and takes every investor inquiry seriously. We therefore took the following steps on reading the letter:

Reference is made to the letter that was published in The New Times on Monday 14th December, 2009 in which the sender from cranberryclouds@msn.com stated dissatisfaction for a delayed response to an email sent last week to the Rwanda Development Board (RDB).
RDB very much regrets any such experience, and takes every investor inquiry seriously. We therefore took the following steps on reading the letter:
1) We immediately emailed the investor seeking details of the case. We have so far exchanged emails but have not yet located original email.
2) Set up an investigation on where email was directed, why the response was delayed contrary to our standard of a 48 hour response limit, in order to take appropriate action. We have received an email from the investor with a list of information required to which we are responding.
