Sports Minister Joseph Habineza recently gave the federations up to January to have acquired the necessary paper work.
And Rudakubana admitted to Times Sport that their main priority is to help federations get legal status.
"It is a major concern and our main objective is to work closely with the heads of these federations to get legal status. It is a long process but we are aware that most of them have already started working on it,” Rudakubana said.
The swearing in ceremony also had former RNOC boss Ignace Beraho in attendance.
