HIDA to strengthen capacity building

THE Human Resources and Institutional Development Agency (HIDA) has instituted a new body entitled, the Rwanda Workforce Development Authority (RWODA) to help in building the capacity of employees in public, private and civil society organizations.

The Director General of HIDA, Charles Karake Mutsinzi while addressing journalists yesterday at the Prime Holdings said that the Authority comes to serve the majority of Rwandans in a continuous skills building to increase their competitiveness on the job market.
 "The body is presently operating as a taskforce, we have designed a policy on which it is going to run; but we still wait for the approval of the cabinet” Karake said.

Karake who is also the Chairman of the Rwoda taskforce said that the government decided to implement a policy and organizational arrangement on how skills training can be a continous process basing on the labour market demand in the country.

The body will be conducting vocational trainings, business incubation for the trainees, setting standards for service delivery, providing a labour market information and statistics so as to develop job skills that meet labour demand and accreditation services of trained employees.

He added that they have hired a specialist from Singapore who would help in the implementation and proper running of the authority when it is fully operational.   Karake explained that the body is part of the government initiatives and mechanisms to build institutional capacities in various fields such that service delivery is enhanced.

He urged public, private and civil society employees to use this chance of in country trainings to better their skills and hence increasing their labour market competitiveness.

HIDA is a public agency under the tutelage of the Ministry of Public Service and Labour (MIFOTRA) with a clear mandate of spearheading capacity building of human resources and institutions in the country.

The agency became fully operational in April 2005. It coordinates the implementation of the Multi Sector Capacity Building Programme (MSCBP), which is a national capacity building strategy.
