A study has recommended that government increases salaries of its civil servants if they are to retain employees.

The recommendations comes at a time employees are increasingly leaving public sector jobs for ‘much paying’ private sector ones.

To check the high labour turn-over, the study also advised government to: ‘make the pay reform a reality and re-visit internal (government) competition phenomenon.

Government was also advised to develop benefits allocation strategy, gradually introduce variable pay system and re-visit statutory versus contractual concepts.
