KIGALI - The Privatisation Secretariat yesterday handed over assets and liabilities of Rwandatel to Lap Green, a Libyan government-owned consortium created to promote Libyan interests across Africa. The Libyan firm recently won a bid to take over 80 percent shares in Rwandatel after agreeing to pay $100 million (about 54 billion Rwanda Francs) for the public telecom firm. They also presented the best technical offer beating five other bidders.

Manasseh Twahirwa, the secretary general of the Privatisation Secretariat did the technical handover to Abdulbaset Elazzabi, the managing director of Lap Green Net Works in Kigali City yesterday.
The Lap Green representative promised to transform the loss making, highly indebted firm with very few subscribers, into a competitive business.
He also promised to position Rwanda as an ICT hub in the Great Lakes Region.
Lap Green has a 69 per cent stake in Ugandan telecommunications limited (UTL), and owns Sahel Telecom, Mali’s premier telecom company.
