Editor,
I’m saddened by the recent countrywide survey that has revealed a shortfall in the funds to finance Ubudehe community programmes.
Ubudehe is an important socio-economic development programme that empowers local people to actively participate in improving their welfare through activities like constructing houses, roads and resource mobilization.
But now, according to a report that was jointly compiled by the Local Government Ministry (MINALOC) and donor agencies and conducted in 114 villages, limited financial inflows especially within Ubudehe program is emerging as the big constraint for achieving results.
This programme has registered tremendous achievement by fighting poverty in rural areas and reducing the percentage of Rwandans who live under the poverty line from 60- 54 percent.
If, indeed Rwanda is to reach its targets, then wonderful programmes, such as the Ubudehe should be quickly refinanced.
