It is now taking more than two days to get your academic credentials notified in Kigali City due to either the absence of notaries at some districts or having only one person serving many people.

Since Monday last week, thousands of job seekers queued at the offices of the three districts of Nyarugenge, Kicukiro and Gasabo to notify their papers but with no one to attend to them.

At Nyarugenge District, by Thursday last week the notary had not stepped in the office with sources saying he was attending to other office duties while in Kicukiro the notary is on leave.

The only serving office was Gasabo where hundreds of people queued at Kimihurura sector where the notary seats but many of whom by Friday last week had not received the services due to the big number that outweighed the only person giving services.

The job seekers many of whom fresh graduates and Senior six leavers were last week applying for temporary jobs of gathering data for a research survey by Rwanda Utility Regulatory Authority (RURA).

Many people however, opted to travel to upcountry to have quick services before the deadline for submission of their applications.

"I have been trying to have my academic credentials notified since Monday but in vain. I wake up every morning to go to Nyarugenge distric,t only to be told that the notary is not in the office and that I should come the following day,” Odette Uwicyeza who failed to beat the deadline said.

A senior six leaver who hails from Kimisagara in Nyarugenge said that she failed to travel upcountry because she lacked transport.

"Many of my colleagues had to travel upcountry after failing to receive the services around the city, but I decided to give up because I could not afford the costs,” the 20-year old Uwicyeza added.

To Daniel Nkuranga, it was luck that he managed to make it by Friday after he decided to travel to Rwamagana in the Eastern Province where he had his papers notified.

"After several days of waiting with no one to give us the services in Kigali, I decided to rush to the nearby district,” said Nkuranga who says he traveled together with six other people.

"Concerned authorities should think of having someone to replace the notary when he or she is not available most especially in Kigali City where there are many people who always need such services.”

Efforts to reach the City Mayor Dr Aisa Kirabo Kakira and the person in-charge of Good Governance in KCC were futile by press time as their phones were off.

Bruno Rangira, the Director of Media and Communication at KCC said when contacted that the notary of Nyarugenge has been away on a sick leave.

He however, dismissed claims that the notary of Kicukiro is also on leave.

"It is only Nyarugenge where the notary is not on duty due to health problems, but all others are working,” Rangira said.

However, a number of people who were interviewed said they failed to get the services at Kicukiro as they were told the notary is on leave.
