Registration process for INGO’ s being streamlined

I write to respond to letter titled Registration procedures of International NGO’s too cumbersome that appeared in The New Times of October 7th 2009.

First of all I would like to thank Mr. Clarence Fernandes for his constructive advice of creating what he called a "one window” for registration of International non Governmental Organisations (INGOs).

I also appreciate the fact that in his letter, Mr. Fernandes lauded significant efforts the Government of Rwanda is putting in making the whole issue of delivering quality services a top priority.

For the sake of informing Mr. Fernandes and the general public, INGOs are requested to provide recommendation letters from their line Ministries so as to ensure that INGOs do what is agreed upon with the Government, therefore avoid duplication.

As for collaboration letters from Districts, they are no longer a requirement as of June 2009.

However, the exercise of getting these letters sometimes may be a little bit difficult. In order to streamline the situation, the Directorate General of Immigration and Emigration in collaboration with relevant Ministries is undertaking a series of measures among others:

1.To set clear requirements, accessible online and at our offices thereby making the service predictable,

2.To establish how these collaboration letters can be integrated in our Electronic Form Management System and delivered online,

3.To Maintain a smooth collaboration and exchange of information with the forum of INGOs,

4.A new law governing INGOs is in process, which will make the process of registration much easier.

The Directorate General of Immigration and Emigration is committed to delivering excellent services to its customers.
