Gasabo District has instructed GOBOKA, a local housing cooperative society, to clear the Rwf 68 million debt it owes to the Director General of Rwanda Utilities Regulatory Agency (RURA), Col. Diogène Mudenge.

The cooperative has until November 3 to pay back or the district will take legal action against the building society.

Mudenge, had in May, given his land in Kibagabaga, Gasabo District worth Rwf 116m to GOBOKA on condition that the cooperative had to only use the land after all payments are settled.

However, he was only paid Rwf 48 million and the land has since been sold, defying the agreement between two parties.

It was at this point that Mudenge moved in to stop the developers who had acquired some of the plots until his debt is cleared.

About 20 affected residents also accused the district authorities of doing nothing to settle the matter.

Gasabo District officials led by the Mayor, Claudine Nyinawagaga, yesterday visited the area to assess the situation and put to an end the feud that has been on for the past two months thus halting the construction of houses in the area.

She also met with GOBOKA officials and Mudenge in an attempt to iron out the differences.

GOBOKA was ordered to clear Mudenge before November 3, and that the affected residents were allowed to continue with their activities.

"This matter should be settled between GOBOKA and Mudenge and it shouldn’t in any way affect the residents. The people bought the land and they have got all the necessary documents. If any matter arises, it has to be settled between the two, excluding the residents.” Nyinawagaga said.
