KIGALI - The New Times has established that the man, who blew the whistle on the estimated Rwf 4bn tender for the construction of Kibeho- Butare and Mudasobwa- Gisovu roads, was doubled-crossed by his partner at BCE Constructors.

Felicien Munyaneza reported the case to the Prosecutor General, when Rwf 700m paid by Ministry of Infrastructures to BCE Constructors was all ‘stomached’ by his partner.

According to the letter dated October 30, 2008, Munyaneza urged the Prosecutor General to investigate the Managing Director of BCE Constructors, Jean De Dieu Karangira’s dealings after obtaining partial payment for this multi-billion contract.  

Munyaneza and Karangira are both on trial for forging documents that enabled them to win the lucrative tender.
Initially Karangira had been detained for abuse of trust following a tip-off from his share-holders.

But later on the case took a new twist when prosecution decided to pursue charges on forgery of documents, bringing Munyaneza on board since he was a shareholder of the company.

Meanwhile the Presiding Judge in the case at Gasabo court has questioned the prosecution why it decided to drop charges of ‘abuse of trust’ against the suspects.

According to Prosecution, Jean de Dieu Karangira connived with his wife Christine Uwamaliya and two others to defraud government in a tender to upgrade two feeder roads connecting Nyamagabe to Huye in the Southern Province.

"Why have you not filed a law suit to the court on abuse of trust against these suspects yet it has been repeatedly mentioned in the file right from the police in all their interrogations,” Judge grilled prosecution.

The Deputy Prosecutor General Hitiyaremye told The New Times that the case of abuse of trust is being handled by the Nyarugenge court of lower instance.
