Police in Kicukiro District are holding a man who allegedly contravened the rules and regulations governing the conduct of elections in the just ended Cell Advisory Council elections that took place over the weekend.

A man only identified as Shukuru was over the weekend arrested in Nyakabanda cell in Kicukiro district, after he tried to assault Damascene Niyitanda, the district Director of Good Governance, who was giving instructions on electoral procedures in the area.

Paul Jules Ndamage, the District Mayor confirmed the arrest. He said that Shukuru tried to disrupt other people who had assembled to listen to the election regulations and he also tried to assault Niyitanda who had tried to stop him.

"Shukuru tried to beat Niyitanda when he was told that what he was doing was against the law but some people got hold of him,” Ndamage said.

"We can not tolerate those people who go against the law and whoever is caught will be dealt with accordingly.”

Meanwhile, in the same cell, it emerged that a candidate who had been elected on the Cell Advisory Council was coming from another village.

Deus Barinda had earlier been elected in Sangano village but it later emerged that he was from Karama village which is against the rules and regulations.

In order to qualify to be voted for you have to reside in that particular village.

The irregularity attracted the attention of senior officials from the National Electoral Commission (NEC) who rushed to the scene to normalize the situation following skirmishes between Barinda’s supporters and their opponents.

Among the officials who came to the rescue included, NEC Chairman Prof Chrysologue Karangwa and his Executive Secretary, Charles Munyaneza.

Barinda was subsequently disqualified which saw Alphonse Ngabonziza elected after a closely supervised re-election.
