This letter is in reference to the story that ran in your issue of yesterday "Woman bitten by dog calls for help.” According to the story, a lady, who was victim of stray dogs, lacks funds to seek treatment from King Faisal Hospital, where she has been referred by Ruhengeri hospital.

This brings me to my point. Who should be responsible for her medical bills? As a resident of Kicukiro, I raised this issue because the fact that there are countless stray dogs wandering about in our residential areas.

In fact after 7 pm, they run after people attempting to bite whoever passes by. I believe that they come from various homes in the area because during the day only few are moving about.

Recently, I walked home after work and a group of them ran after me. I would say that I was only saved by a motor taxi that passed by.

If indeed any of these had bitten me, would the owner of the dogs have met my medical bills?

I suggest that there be a clear understanding on the repercussions that may arise from these animals.

If the owners of these dogs get to know what they are bound to face, should their pets bite anyone, then they will think twice before releasing them.

And a solution should found for those that have no owners. Otherwise all they do is cause chaos.
