NGOMA – Building experts from the Ministry of Education and local authorities in Ngoma District, have been asked to speed up classrooms construction in the district for the implementation of the 9-Year Basic Education.

While assessing the progress of construction works, on Thursday, a provincial official, Eric Nkurayija including parents, accused the experts of slowing down the construction programme.

According to authorities, the work was supposed to be closely monitored by the office of the district Director of Infrastructure in close conjunction with an engineer from the education ministry. Sources allege that the engineers have since failed to fully take up their part of the responsibility.

"I am disappointed by the expert’s failure to follow up the construction process of the classrooms as is expected. The officer in charge of infrastructure has never visited the sites and the ministry engineer has just been to the sites,” Nkurayija said.

The Executive Secretary of Rukumberi sector, Joshua Buhiga accused the experts of inefficiency.

"Their inefficiency has been costly both in monetary terms and in form of lowering the morale of parents,” he said.

Parents, who were involved in the construction, also said they had never seen the engineers, since they embarked on  the construction stage.

However, David Dushimimana, an engineer at the district said there was no transport to enable him travel to the construction sites.

"I have been at the district headquarters where they had promised transport to enable me to supervise the construction programme, but up till now I still have no transport.

This has curtailed my movements as I am meant to be moving from place to place,” Dushimimana explained.
