Stakeholders in the ICT sector yesterday started debating a proposed law to govern the sector.

Although there exist legislation on such areas as internet governance, electronic telecommunication and broadcasting, officials said the new bill would encompass all issues related to the Information Communication Technology (ICT).

The State Minister for Energy and Communication, Eng.

Albert Butare, said that
the move was in consideration of recent developments in the ICT sector worldwide such as World Wide Web, e-mail, telephones, fiber optics and satellites.

Once enacted into law, the legislation is expected to help boost investments in the sector, something that the recent ‘Connect Africa’ summit in Kigali emphasised on.

Butare said at Hotel Novotel Umubano yesterday that law will also help regulate postal services in the country.

The Director General of the National Post Corporation, Celestin Kayitare, said that once it is out, the law will help postal operators provide better services both at the national and international levels.
