MUSANZE — A new twist has emerged over the resignation of the former district’s executive secretary.

The Musanze District Advisory Council has ordered the former holder of this office , Oswald Habiyaremye to refund Rwf 50,000 which he allegedly requisitioned as per diem for a trip which never materialised.

Habiyaremye resigned last week citing the need to pursue further studies.

However, the council meeting that sat last Friday resolved that Habiyaremye resigned because of poor performance, according to Alex Ruberwa, the president of the council.

Ruberwa added that the Mayor, Celestin Kalabayinga cited a number of incidences where Habiyaremye allegedly failed to fulfill his responsibilities.

This included  failure to participate in formulating the district performance contracts, undermining the mayor and failing to implement some resolutions which were within his docket.

The Mayor presented before the meeting  a set of forged documents allegedly signed by  Habiyaremye purporting that  he was the district mayor.

However, in his defence, Habiyaremye said: "signing on behalf of the mayor was in the interest of the district.

And the accusations that I failed to implement some of the district resolutions could have as well led to the resignation of the entire administration not only one person.’’ 

He added that some of the district resolutions were not implemented because they had not been catered for in the district budget.
