One of the main pillars of Rwanda’s Vision 2020 is skilled human capital. To transform Rwanda into a knowledge based society demands very strategic development, optimisation and utilisation of human capital.

Here I find that most people, especially those  living under the poverty line, are kind of stuck in their minds in that they think it’s impossible to follow the vision.

So I think it’s high time these people’s minds are changed and followed the Vision 2020 and this can only be done by going down to advise and counselling them.
