Following an article that was published in The New Times newspaper dated, 31st, October, 2007 indicating inconveniences faced by Gatsibo District residents in Eastern Province while trying to access Rwanda Revenue Services, I would like to comment on this issue.
RRA would like to acknowledge the fact that it has not yet established its offices in the above mentioned district in which residents of the area find it costly to commute to access our services in Nyagatare.
In efforts to address this issue, RRA assigns a staff on every Thursday of the week to provide the needed services but the assigned staff at times spends the whole day with no single client to attend to.
Therefore Gatsibo residents in need of RRA services are advised to utilize that day as surveys are going onto establish the possibility to increase the number of visits in the area.
It has also been a concern as to whether RRA should decentralize its services where it can be allowed to collect the taxes on behalf of RRA. It should be noted that the Law does not permit districts to collect taxes on behalf of RRA and vise versa.
RRA management also would like to encourage opinions and suggestions to help the organization to improve its services in the areas that are lacking.
