The proposed restructuring of the public service sector is halt because of a Cabinet recess that started yesterday.

Available information indicates that the first phase of the reform was set to end in July and the Ministry of Public Service was supposed to send a list of the officials who passed the interviews to the Prime Minister at the beginning of this month.

The Prime Minister was also supposed to scrutinize the list and then table it before Cabinet for approval.

However, the Minister of Public Service, Anastase Murekezi, yesterday said that they had not yet finished compiling the lists, saying that they would send them once Cabinet resumes business on August 28.

"The list is not yet fully compiled but we plan to complete it and send it to the Prime Minister after the Cabinet recess,” said Murekezi.

The restructuring plan under which hundreds of employees in the civil service are likely to lose their jobs, will be based on the performance of each employee vis-à-vis their job descriptions.

Every government organ will evaluate its employees and the lay-off procedure will be based on the evaluation reports from these institutions.

The reforms are mainly aimed at improving service delivery within the public service.

As part of the reforms, new posts will be created at both the central and local government level while different portfolios are likely to change names.
