The Institute of Policy Analysis and Research Rwanda (IPAR) held its maiden anniversary on Friday with the launch of its three initial reports.

The Think Tank was initiated nine years ago however got fully operational last year. 

"After failed attempts, IPAR is now fully operational. We see opportunity and prosperity in Rwanda and hope that through our work, we can contribute to growth,” IPAR’s Executive Director, Antonia Mutoro, said.

The institute has been engaged in development of research capacity in the country through its partnerships with counterparts such as IPAR Kenya, Overseas development Institute (ODI) and similar think tanks in the UK and beyond.

Mutoro noted that the institute’s progress has been affected by the lack of researchers in the country.

The celebrations coincided with the launch of IPAR initial reports on customer service, agriculture review and girl education all formulated through engagement of all stakeholders.

"We hope to promote informed policies in Rwanda that will ensure economic prosperity for all” Mutoro said.

The chief guest, Minister of Finance and Economic Planning, James Musoni, commended IPAR for working towards achieving research-based policy making structure.

˝Previously we have had to relay on outsourcing for research and in policy formulation however IPARis challenging Rwandans practitioners into contributing to policy making for sustainable economic development,” Musoni said.

Musoni noted that IPAR mandate was in line with Vision 2020 goals and would further support the formulation of sound and informed public policies.

"Am appealing to all this units in the ministries to work together with IPAL to ensure implementation of evidenced based planning,” Musoni said.
