The ministry of finance on Tuesday morning bade farewell to the outgoing Minister of State for National Treasury, Richard Tusabe, who had served in the position for nearly five years "and warmly welcomed” the new minister of state, Godfrey Kabera.

"Our mission remains unchanged: to actively contribute to the sustainable development and transformation of Rwanda,” the ministry posted on X.
While officiating the swearing-in ceremony of the new members of cabinet on Monday, President Paul Kagame urged them to prioritise more resource mobilisation to facilitate the fulfilment of their responsibilities instead of focusing on the limited available funds in the national treasury.

The Prime Minister on December 20 announced new changes in cabinet and in the country’s foreign service. In the ministry of finance, Ariane Zingiro took over as the Head of National Development Planning and Research, a position earlier held by Kabera (Jan 2013 - Dec 2024).
A long serving public servant, Kabera has more than 17 years of experience in strategy formulation, monitoring and evaluation in the development sphere. An economist and business professional, Kabera also previously served as Director Policy Evaluation and Research (2011 – 2013).
He has been extensively involved in crafting various strategies including the revised Rwanda Vision 2020, the Economic Development and Poverty Reduction Strategy (phase I and phase II) as well as the first National Strategy for Transformation (NST1), at national level.
Kabera was also part of the team that worked on the Rwanda Vision 2050 elaboration.
