Premier urges Eastern Provincial leaders on performance contract

EASTERN PROVINCE RWAMAGANA—The Rwandan Prime Minister, Bernard Makuza, has urged leaders in the Eastern Provincial to strive and achieve whatever is embodied in the performance contract they signed before the President of the republic.

RWAMAGANA—The Rwandan Prime Minister, Bernard Makuza, has urged leaders in the Eastern Provincial to strive and achieve whatever is embodied in the performance contract they signed before the President of the republic.

Makuza made the call while speaking to the Eastern Provincial leaders during one day meeting to evaluate performance contracts for the 3rd semester. The meeting was held on October 11, at AVEGA centre in Rwamagana.

After the presentations of what had been achieved the premier said: "I would wish to see 100% achievement of what is imbedded in your performance contracts”.

He made the remarks after observing that there only 70% had been achieved in the 3rd semester and therefore urged them to strive to reach 100 % in the forth semester.

"You should always report to higher authorities whenever you meet difficulties in order to get help that can enable you achieve what you have planned,” Premier Makuza said.

He appreciated what had been achieved so far saying remaining accomplishments should be reached within the forthcoming 4th Semester of the performance contract.

Meanwhile after the presentation of the results of the performance contract for the 3rd semester of all the seven districts that make up the Eastern Province, Kayonza district emerged the best and was awarded the best prize.

Other best performers were also awarded prizes. One of the prizes awarded to district heads was a shield and spear symbolizing that the struggle for development continues according to a master of ceremonies.

During the same meeting resolutions to guide districts in formulating performance contracts in the forthcoming year (2008) were reached.

They include: to continue working under the guidelines of performance contracts; to improve the health sector and to make sure that all residents are enrolled in the health insurance scheme (Mituelle de sante); to urge people to live in communities commonly referred to as Umudugudu; to plant trees along all roads; to increase on developmental activities starting at family level by embracing ICT especially at Cell level.

Other resolutions taken during the meeting include to make the green and economic resolution a reality; to focus on mechanized farming, to acquire exotic breeds and practice zero grazing; to improve on sanitation and hygiene; to build houses for all survivors of genocide; to form cooperatives at every Umudugudu level; to improve fishing along all lakes in the Eastern Province; To give due recognition to off-firm activities.

The governor of the Eastern Province Theoneste Mutsindashyaka said such meetings to evaluate performance contracts will continue and non-performers will always be questioned.

Mutsindashyaka called for commitment of all stake holders in development saying there is need to working together to build this nation. He urged leaders on record keeping saying this should start at cell level.

He said by 2010 a significant development should have been registered in the Eastern Province without fail. In his closing remarks the prime minister Makuza thanked all who played a role in what was presented as achievements in the performance contract.
