"Congratulations to my friend President-elect John Mahama on your election victory,” Kagame wrote in a Tuesday post on X.
"Rwanda and Ghana share a strong commitment to progress and we look forward to working together to strengthen our bilateral ties and advance the vision of a prosperous Africa.”
Mahama, 65, previously led Ghana from 2012 until 2017, when he was replaced by incumbent President Nana Akufo-Addo. Mahama had lost the 2020 election.
