Mugambage set for Uganda

URUGWIRO VILLAGE - The Cabinet yesterday nominated The Director of Cabinet in the President’s Office, Maj. Gen. Frank Mugambage as the new Ambassador to Uganda replacing Ignatius Kamali Karegyesa, who moves to Pretoria.

According to a release containing proceedings of a Cabinet Meeting chaired by President Paul Kagame at Urugwiro Village, the meeting also appointed to the Fatuma Ndagiza, Executive Secretary of Rwanda’s National Unity and Reconciliation Commission as the new envoy to Tanzania.

The government also nominated Antoine Munyakazi Juru as its envoy to Japan; the less known Munyakazi was once the Rwandan ambassador to DR Congo.  Munyakazi is replacing Dr. Emile Rwamasirabo.

New appointments on the board of Rwanda Development Board (RDB) putting Fabien Majoro as the board Chairman. Other two members of the board representing the government are Hadija Murangwa and Andre Habimana.

The meeting also fired the Director General in the Office of the President, Kalisa Mupende and the Director General in the Office of the Prime Minister Vincent Rubayiza, for their alleged role in embezzlement.

Among other issues highlighted in the minutes of the meeting include the approval of a bill governing the VIP protection Unit and  draft law on receiving Sierra Leonean war crimes convicts to serve their sentences in Rwanda.

The Special Court for Sierra Leone (SCSL) signed a deal in which Kigali agreed to receive eight war crimes convicts at Mpanga prison, a state-of-the-art detention centre built by the Rwandan government.

According to the agreement, Rwanda will be responsible for provision of food and their safety.
