Since its launch in May 2023, Irembo’s Byikorere (self-application) campaign has revolutionised digital accessibility across Rwanda, reaching 25 districts and 123 sectors to empower citizens to access government services online.
The initiative, launched by Irembo, a digital government service provider, promotes self-sufficiency through digital literacy, enabling citizens to apply for essential services independently.
Just over a year into the campaign, Byikorere has physically engaged over one million Rwandans, facilitated nearly five million online applications, and made significant strides in reducing in-person visits to government offices.

The Byikorere campaign aims to minimise logistical barriers and costs traditionally associated with accessing government services.
For many Rwandans, particularly those in rural areas, accessing government offices can be time-consuming and expensive. By empowering citizens with digital skills, the campaign has saved countless hours and resources, allowing Rwandans to apply for government services directly from their mobile phones or computers.
In just a year, Irembo has facilitated over 4.8 million self-applications through the IremboGov platform, which offers access to over 230 government services online.

Benefits to communities and citizens
Through this platform, citizens no longer need to make multiple trips to government offices, as they can complete processes for ID applications, birth certificates, and more, with a few clicks. This initiative marks a step forward in Irembo’s mission to "ease everyday life” by enabling accessible, convenient digital engagement across the country.
Accessibility and support for every citizen
Despite the push for digital literacy, Irembo recognizes that not all citizens may feel confident accessing services independently. To bridge this gap, Irembo has set up robust support options to ensure accessibility for all:
IremboGov platform: The comprehensive digital platform offers 230+ services available online at any time.
USSD code (*909): For those without smartphones, a simple code allows access to six essential services without the need for attachments.
Irembo agents: A network of 5,000 agents is deployed across Rwanda, providing in-person support for those who need extra help.
Hotline and digital channels: A dedicated hotline (9099) and WhatsApp (+250792222220), as well as active Instagram, X (formerly Twitter), and Facebook accounts, allow citizens to receive guidance anytime.

Community engagement and upcoming training events
In response to the campaign’s success and in a bid to reinforce digital literacy, Irembo is extending community engagement efforts through November and December 2024.
Training sessions will be held across various districts, including Nyaruguru (November 5 to 7), Huye (November 12 to 14),Gisagara (November 19 to 21), Rusizi (November 26 to 28), and Nyamasheke (November 10 to 12).
During these community engagements, we will proudly collaborate with partners to enhance the reach and effectiveness of our educational sessions.
We invite other service providers and stakeholders to participate in this initiative to enhance digital literacy across Rwanda, fostering a more informed and empowered citizenry.
With the rise of digital solutions, Rwanda’s goal of becoming a fully digital society is becoming increasingly achievable, driven by Irembo’s innovative approach and commitment to public welfare.
Thus, Byikorere continues to break barriers to government services by equipping citizens with the digital skills needed to access services independently.
