A draft bill governing real property evaluation has reached the lower chamber of parliament.

Dr. Emmanuel Nkurunziza, the Director of the National Land Centre, explained that the draft bill, when enacted will see the establishment of the Real Property Valuation Board and a seven member council with representatives from several stakeholders. 

"This profession has been lacking conditions in order to be a valuer, hence creating a lot of chaos in the profession, But in this draft law, there will be defined guidelines of what one has to do to become a valuer,” Nkurunziza explained.

"We don’t have such courses in our universities here, so we don’t have qualified individuals in that field, but people who are qualified in related fields like civil engineering can do the work.”

According to officials, the National Land Centre is also in talks with the National University of Rwanda (NUR) to see if they can introduce courses like land surveying in their curriculum.

The draft bill stipulates that all appraisers will have to be registered in six months following the promulgation of the law.  

After being discussed in Parliament, the bill will be forwarded to the Senate for further deliberations, after which it will be published in the national gazette.
