KAYONZA — District authorities have ordered an investigation into alleged reports of abuse of office by two senior district officials who are now in police custody.

The Vice Mayor in charge of Economic Development, Augustin Sibomana and the Executive Secretary, Daniel Mutagambwa were arrested last week for allegedly supporting two businessmen to acquire a loan of Rwf.19m from Commercial Bank of Rwanda (BCR), which the two  have since failed to repay.

The businessmen, Jeanvier Murenzi and Elast Niyigena had both won tenders for various works at the district. 

The Mayor Damas Muhororo, confirmed that an investigation has been launched into the conduct of the two leaders, but did not divulge more details saying, ‘the matter is still under investigation.’

The Police Spokesperson Chief Supt. John Uwamungu, said police arrested the pair on recommendations passed by the district after the bank demanded that the district authorities repay  the loan advanced to the two businessmen.

"The two officials gave supportive documents meant to facilitate the issuance of a loan to the businessmen who had been contracted by the district. Meaning that apart from conflict of interest, the other major problem, has been the inability of  the businessmen to  service the loan.The district is left exposed as the alternative party which has to service the loan. As such  the district authorities are keen to establish why the officials made such a decision,” said Uwamungu.

"The bank wrote to the district authorities requesting them to pay the loan because the businessmen had failed. It was at that juncture that the district authorities requested the police to carry out investigations into the matter,”he added.
