HUYE—For the second time in a row, Gisagara has been ranked as the best-performing district in service delivery by a provincial evaluation team.

Headed by Governor Fidele Ndayisaba, the team presented its findings recently at third-phase performance contract meetings.

"The advice given by the previous evaluation team greatly impacted performance this quarter in that at least six districts out of eight managed to score 70 percent and above which is the minimum score,” said Ndayisaba.

Results from the evaluation show that Gisagara continued to come in first position followed by Nyamagabe and Huye respectively.

Muhanga district was the worst performer with a score below the required 70 per cent.

Ironically, the worst performing district, Muhanga, produced Cyeza as the best performing sector in the province.

Speaking at the same function, Minister of Local Government Protais Musoni said that there had been a steady improvement in district performances in the three quarters at the national level.

He urged districts to harness the cooperation with non-governmental organisations.

He also urged them to "tap the available resources” and form partnerships to develop with their respective districts.

Minister Musoni said that there was a problem of revenue collection and that if it was operating at full potential it could bring in over Frw200 million.

"A district which cannot meet at least 5 per cent of its budget is supposed to be taken over by central government. For the case of Ruhango it is a case of poor fiscal discipline.

Authorities should look into the possibility of privatising revenue collection because it has been successful in other districts,” said Musoni.

The presentation of performance contract reports in Southern Province marked the end of such exercises in the whole country.

The final presentations will be made in December during the National Dialogue meeting where Mayors will give performance reports to the President of the Republic with whom they signed contracts.

This year, the local people will also have a hand in the evaluation process.

According to Minister Musoni, the Ministry is preparing what has been dubbed as "citizen’s report card.”

"Citizens will be able to appreciate districts’ activities on this report.

This, together with results from the evaluation exercise conducted by provinces and the Ministry will give us a full picture of the performances of districts at the national level.”
