MINALOC releases performance report

GASABO - The Ministry of Local government (Minaloc), Tuesday, released its performance report on the achievements that were realized during the first quarter of this year.

While addressing a news conference, Minister Protais Musoni, highlighted major achievements, which include; the training of Tax Advisory Council members in a bid to increase national revenues, auditing FARG, raising funds for the establishment of a database in Kigali City and other districts.

FARG is the government established fund for the support of survivors of the 1994 Genocide against the Tutsi and it has over the years been accused of under-performance, a result of mismanagement.

The fund operates under the Local Government ministry.
"General follow up of various activities in the local government was done including audits and administrative inspection in ten districts.”

He added: "In an effort to establish credit and saving facilities in 416 sectors of the country, Minaloc in conjunction with Ministry of Finance prepared a concept paper for this purpose and the cabinet meeting is yet to decide.”

According to Musoni, a five year integrated governance action plan has also been prepared and this will be implemented with assistance of development partners.

The report also shows the ministry’s progress in line with assisting survivors of the 1994 genocide against the Tutsi.

"More houses have been constructed for the survivors in relation to the previous years and as far as education of the survivor students is concerned, thorough audits have been carried out. Findings show that 100 students were registered twice and 276 were registered as boarding students yet they are not.”

"We will get to the bottom of this problem as we must ensure that services reach the intended beneficiaries therefore eradicating poverty faster,” Musoni emphasised.
