Maj Gen Emmy Ruvusha on September 7 officially took over as the new commander of the Rwanda Security Force (RSF) Joint Task Force in Mozambique’s Cabo Delgado Province, succeeding Maj Gen Alex Kagame who concluded his tour of duty.

The handover ceremony took place in Mocimboa da Praia, marking a key leadership transition in the RSF&039;s mission in the region.

Upon his arrival in Mozambique, on August 20, Ruvusha received a briefing and conducted a familiarization tour of the Rwanda Security Force’s (RSF) area of operations. The tour covered key locations including Mocimboa da Praia, Chinda, Palma, Afungi, Pundanhar, Macomia, Ancuabe, and Pemba.
In his remarks, Ruvusha praised Kagame's leadership and highlighted the continued importance of RSF’s mission in stabilizing the insurgency-affected region.
Kagame acknowledged the progress made under his command and expressed confidence in Ruvusha’s ability to guide the force moving forward.
Rwanda deployed troops to Cabo Delgado in July 2021, responding to a request from the Mozambican government. Joint operations between Rwanda Security Forces and Mozambican troops have since cleared insurgents from much of the region.
As a result, over 250,000 displaced residents have returned to their homes, and economic activities have resumed in key coastal districts like Palma, Mocimboa da Praia, and Ancuabe, which had been disrupted by terrorist attacks since 2017.
