RUBAVU — The district Mayor Celestin Twagirayezu, has hailed cell and sector leaders for the timely implementation of performance contracts in the first quarter.

The Mayor made the remarks following Tuesday’s assessment in which the district emerged second, after Rutsiro. The function was presided over by Prime Minister Bernard Makuza.

The Mayor acknowledged that the district has performed poorly previously.

"This is a challenge we have set. We will have to double our efforts to become number one, by achieving all our targets because it is the best way we can improve the living conditions of our people,” he said. He praised performance contracts, saying they were one of the vehicles to economic and social development.

However, he added that although there was significant improvement in the 12 sectors of the district, there was still along way to go.

"We should put more effort in the agricultural sector which is the main activity of our people, environmental protection, and respect of children’s rights,” he added.

Supporting people with disabilities, Genocide survivors and unity and reconciliation drives are the other areas the Mayor said need more effort.

According to the district officer in charge of Good Governance, Martin Habimana, over 85% of residents have registered for health insurance.

"We have also supported residents living with disabilities and Genocide survivors by constructing houses for them in the 12 sectors, the district has also supported and encouraged residents to join cooperatives,” Habimana noted.
