Gasabo District was rather hasty about the razing, to the ground, of the Nyarutarama hotel’s extension, which was an investment worth 50 million francs.

I totally agree with the mayor of Gasabo District that, unless a building has authorisation from the proper authorities, it has to be bulldozed.

However, I’m wondering whether there was another way of resolving the problem without causing such destruction. Couldn’t the two parties, in conjunction with Rwanda Development Board and Minicom, find an amicable way to resolve their differences? Couldn’t a fine, for example, be a better punitive action?
