Court to issue bail ruling for ISIS-affiliated terror suspects

Kicukiro primary court will on Monday December 20, issue a bail ruling for the 13 terror suspects that are linked to a group known as Allied Democratic Forces (ADF), which is linked to the so-called Islamic State of Syria (ISIS).

The suspects who were arrested in different places were caught with among others assorted improvised explosive devices (IEDs).

In October they have been apprehended and some were reportedly getting training on how to use IEDs and planning to conduct terrorist attacks which were supposed to be launched in Kigali.

The suspects confessed that they wanted to carry out terror attacks as revenge which they said was motivated by Rwanda Defence Force intervention in Cabo Delgado, Mozambique, where they have been working with the Mozambican forces to battle another terror group also linked to ISIS. 

Suspects face seven charges which include conspiracy and incitement to commit terrorism, creating terrorism group or joining it, illegal use of explosives or any noxious substance in public places, among others.

The accused comprised 12 men and one woman; they were arraigned in court on December 15, for their bail hearing and the Monday ruling will determine where they are either released and have their trial while out of custody, or remanded.

Prosecution had during the December 15 hearing requested for their remand, among others owing to the gravity of charges they face and the danger they pause to the public.
