I attended the Performance Contract which was presented on Friday October 10, 2007.

The biggest problems that were noted in the 10 different sectors of the city suburbs were Biometry, unreliable internet service and the need to help investors to construct a building worth 32m.

Particular concern was given to Nyarugenge District, Nyabugogo sector, which has major problems of beggars, various small scale traders and numerous thieves.

The chairperson suggested that the hawkers be driven out of the city using the local defence. I think that chasing these people out of the city is not a solution because they also need to earn a living.

I request the government to enact a law that enables traders to form an association. The association should compel the traders to wear uniforms and also pay tax. Such an association would help them to work better.

The beggars on the roads should be relocated to a care centres where a contribution to their welfare can be catered for.
