President Paul Kagame and Lt Gen Huang Xucong, the Deputy Commander and Chief of Staff of the Central Theater Command of the Chinese People’s Liberation Army, on Friday, August 9, discussed ways to strengthen the existing cooperation between the two countries’ militaries, according to Rwanda’s presidency.
The discussions were held in Kigali when Kagame received Lt Gen Huang and his delegation.
Earlier, on Thursday, August 8, Huang who is on a four-day official visit to Rwanda along with his delegation, was received by Juvenal Marizamunda, the Minister of Defence, and Gen Mubarakh Muganga, the RDF Chief of Defence Staff, according to information from the Ministry of Defence.
They also discussed ways of strengthening existing cooperation between RDF and the Chinese People’s Liberation Army.
On Thursday, the visiting delegation toured RDF Combat Training Centre in Gabiro, Eastern Province.
On August 7, the delegation paid respect to the victims of the 1994 Genocide against the Tutsi at Kigali Genocide Memorial and visited the Campaign Against Genocide Museum.

The Chinese military delegation’s visit to Rwanda follows that of the RDF Chief of Staff to China, in October 2023, where he held discussions with his counterpart Gen Liu Zhenli, the Chief of Joint Staff Department of the Central Military Commission (CMC) of the Communist Party of China. Their discussions focused on ways of bolstering existing cooperation, according to a statement issued by the Ministry of Defence in October 2023.
