The fact that the visiting UN Secretary-General in Charge of Legal Affairs, Patricia O’Brien, understands Rwanda’s stand on the transfer of the remaining cases in the International Criminal Tribunal for Rwanda is a breath of fresh air.
Although she was quick to say that the eventual decision would be taken by the UN Security Council and the ICTR judges, her comments are certainly helpful.
Now, if only the rest of the world, more especially the Security Council, listens to her advice, we’ll have a Rwandan court prosecuting and sentencing Rwandans for crimes committed against their fellow Rwandans. How refreshing.
