• Mugabo owes Avega Rwf 1.6m

About fourty three students from several schools in the Eastern Province and Kigali were conned into paying registration fees to be enrolled in a bogus non-existent university, The New Times has learnt.

The conman, Julius Mugabo, 23, duped the students into believing that he would open an Information Communication and Technology (ICT) university in the region soon.

Police arrested Mugabo on Tuesday and his case has been forwarded to Rwamagana Court, they also say he had collected Rwf15, 000 registration fees from each student.

Police spokesperson, John Uwamungu confirmed the development yesterday, saying the conman had been masquerading as a genuine investor.

Mugabo is said to have studied Management Information System at a Kenyan based university.

He was, according to police, going around showing the students designs of the Province’s buildings under construction as one of the planned university structures.

He had also deceived the students that the Social Security Fund building also under construction belongs to the university and would be used as students’ accommodation.

The conman also took the students for a seminar where they reportedly deliberated matters that will affect the university once opened.

During the seminar, police say Mugabo used Avega Agahozo’s (a Genocide survivors’ women’s association) offices and later refused to pay rentals.

Avega leaders later reported the matter to police who swung into action.

The rentals he refused to pay Avega and the catering services for the seminar total to Rwf 1.6 million. During the interrogation, police discovered that Mugabo had also conned former senior six students.
