I think we should go beyond certain supersticious beliefs and practices. There are some people; I hear talking on streets of Kigali that Kabuga Felician is invisible, that he has the ability to change his face, a thousand times a day, like a chameleon and so on and so forth.

This is not correct, for you need to be supernatural to behave like that, and Kabuga Felician is not. The only sure thing is that he is shielded by a group of people, somewhere in this part of the world.

Remember that Kabuga was one of the key financiers and organizers of the 1994 genocide against Tutsi, in which over a million people were mercilessly massacred within a shortest historical period (3 months).

The world should be vigilant enough, to arrest him and possibly punish anyone shielding him from facing justice.
