The Deputy Auditor General, Obadia Biraro, has challenged Local Government employees to be engines of change by providing better services and within the prescribed time.

Biraro made the call yesterday while opening a two-day workshop which is aimed at training local government workers in financial management. It is taking place at the School of Finance and Banking (SFB).

"After the training, you will have a task of promoting people’s participation in the financial processes; you have to become engines of change in the country,” said Biraro.

The workshop’s major aim is to equip the local government employees with the requisite capacity to accurately compile monthly financial reports both timely and effectively in order to make the accountability process more transparent.

According to Wenceslas Niyibizi, the acting Director of Local Government in the ministry with the same name, the workshop was planned after some weaknesses were identified amongst the civil servants, especially regarding the way the system works.

"This workshop is going to help improve ability in local government because there had been some weaknesses in the system and in the way they have been doing their work,” explained Niyibizi.

He added that the training will help the participants know taxation policies, identify where the taxpayers are and how to mobilise the funds for the development of their respective areas.

In the two days of training, the participants will get lectures on mobilisation and monitoring of revenue collection, on fiscal and financial decentralisation policy and on the ministerial order of determining the use of funds allocated at sector level.
