RWAMAGANA—Prime Minister Bernard Makuza has urged leaders of Eastern Province to "strive and achieve whatever is embodied” in the performance contracts they signed with President Paul Kagame.

Makuza, speaking to Eastern Province officials at the AVEGA centre in Rwamagana this week during third-phase contract reviews, said that published reports, citing completion of 70 per cent of goals, were not good enough.

"I would wish to see 100 per cent achievement of what is imbedded in your performance contracts,” Makuza said.

"You should always report to higher authorities whenever you meet difficulties in order to get help that can enable you achieve what you have planned.”

Of all districts in the province, Kayonza proved the best performer emerged the best and was awarded the best prize. Awards given to district leaders included shield and spears symbolizing the "struggle for development.”

Resolutions for the upcoming 2008 contracts were made, including improving the health sector, Umuganda community work, and telecommunications.

Other resolutions taken during the meeting include to make the green and economic resolution a reality. Focus was put on mechanized farming, to acquire exotic breeds and practice no grazing.

Governor Theoneste Mutsindashyaka said such meetings to evaluate performance contracts would continue and non-performers would always be questioned.

Mutsindashyaka called for commitment from all stakeholders in development, saying there was need to work together to build the nation. He urged leaders on record keeping, saying good practice should start at the cell level.

By 2010, the governor said, a "significant” development should have been registered in Eastern Province without fail.
